The local development strategy Dream Region 2030 the leader association's support in the work with rural development through the leader method during the program period 2023-2027. The goals in the strategy lead to our vision.
Our strategy
To promote the best possible development projects, our strategy is used as a foundation. Approved projects should contribute to fulfilling the purposes and goals described in the strategy. The leader area's strategy guides the local LAG board's work with prioritization and selection of applications and partnerships to develop the leader area in the best way.
During the program period 2023-2027, project support from the Rural Fund and a local partnership where, among others, the four municipalities Ånge, Bräcke, Timrå, and Sundsvall as well as the regions Jämtland Härjedalen and Västernorrland co-finance.
Together with a number of local actors, who in various ways work for rural development in our area, we have developed the strategy through, for example, surveys, dialogues, analyses, and meetings. These meetings resulted in three main goals.
Three overarching principles
Projects financed by Leader Mittland Plus must take into account the EU's three overarching sustainability principles. The purpose is to ensure that no development effort is made at the expense of people, nature, or society, or that in any way could jeopardize future generations' opportunities.

GOAL 1
An engaged, thriving, and co-creating population for strengthened local development power
With the goal, basic needs for people are met, so that they feel good, can interact, co-create, and develop. By strengthening the individual and social participation, we create local development power.
GOAL 2
An attractive, sustainable, and inclusive living environment – a place to long for
With the goal, we will harness and further develop local engagement to strengthen and develop living environments and positive attitudes.
Goal 3
A strengthened local economy with livelihood opportunities and competitive entrepreneurship
A sustainable local economy based on local conditions contributes to livelihood opportunities for businesses and individuals as well as to the development of the local community. With the goal of promoting the transition to sustainable entrepreneurship and strengthening the local economy's conditions.
Three areas of intervention
AREA OF INTERVENTION 1
Strengthened residents – social sustainability
The area of intervention puts people at the center and primarily contributes to goal 1 – an engaged, thriving, and co-creating population for strengthened local development power.
It can, for example, involve:
- efforts to strengthen local community and sense of belonging, cohesion, local engagement, and democratic processes
- new and developed meeting places for all generations
- new recruitment, continuity, and generational change in community life and local society
- strengthen people's health and well-being, everyone's equal value, multiculturalism, integration and meaningful employment in social activities, security
- attitude creation among young people, young people's co-determination, participation, belief in the future and realization of visions, young people's projects for their own community
INTERVENTION AREA 2
Strengthened living environment – ecological sustainability
The intervention area focuses on physical places and primarily contributes to goal 2 – A strengthened local economy with livelihood opportunities and competitive entrepreneurship. The intervention area is broad and encompasses many dimensions. They include various initiatives that contribute in different ways to strengthening the attractiveness of the place for living, working, and visiting for both old and young, equal living conditions between rural areas and cities, and the dimension of developing, caring for, and enhancing nature and cultural values. In the concept of living environment, we include both physical and social environments, digital as well as analog.
It can, for example, involve:
- strengthen the attractiveness of our places for living, working, and visiting.
- alternative solutions for access to services through e.g. ”Smart Rural Areas” and digital tools
- accessibility: Alternative transport solutions, changing attitudes towards travel and influencing travel habits and transport, improving digital and mobile accessibility
- access to permanent housing for all generations
- expanded range of leisure activities. Prioritized activities for children and young people.
- develop development materials, mobilize and influence attitudes, market, influence immigration
- nature and cultural preservation, making nature and culture accessible for recreation and tourism, development of small-scale infrastructure (bridges, trails, signs, docks, etc.),
- cultural practice, cultural events
- strengthen local consumption and production

INTERVENTION AREA 3
Strengthened industry – economic sustainability
The intervention area encompasses prioritized efforts for business development, secure economy, secure and location-independent jobs, digitalization, innovation, e-commerce. It also includes the need to develop and diversify green industries, as well as sustainable transport for goods and people.
It can, for example, involve:
- strengthen and develop entrepreneurship that works for minimal utilization of the earth's ecological resources, e.g. innovative technical solutions, digital transformation, circular business models, and circulating resources
- socially responsible entrepreneurship, e.g. social enterprises
- entrepreneurship that works for its community in its community, e.g. association-driven entrepreneurship, smart villages
- develop location-independent work and new solutions using digital technology
- job opportunities and internships
- employment for youth, new Swedes, and individuals who are outside the labor market
- diversify activities within nature, agriculture, and fishing, development of new products and production methods
- local sales channels
- food supply
- development of the tourism industry
- develop cultural expressions as an industry
- skills development and joint development initiatives for entrepreneurship
